Follow the steps in the Samsung SDS IAM & EMM Admin console to configure user permit to unenroll devices:

Go to Mobile Device Policies > Common Mobile Settings > Restriction Settings.
Set Permit user to unenroll devices to No.
Push the policy to the device.
