Getting 'Network unavailable' in the EMM agent when enrolling
The 'network unavailable' issue resides with the Android System WebView 54.x update as part of the January Google security patch.
To check the version of Android System WebView component, go to:
Settings > Applications > Application manager > MORE > Show system apps > Android System WebView > version number is indicated right below application name
If the indicated number is below 55.x, devices should upgrade to the latest version available on Play Store.
From Android N and above, the Android system webview is by disabled by default. Instead, Android handles webview process in the Chrome browser. If you see this issue while running Android N, update Chrome in the Google Play store.
