Why does the location map show somewhere other than where the device is actually located?

[Summary]
When viewing a location-based user login information in the console dashboard, the location does not always match the actual location of the user. As an example of this behavior, users located in the San Francisco area could display using an address from Kansas.
[Resolution]
The dashboard location is not based on cell tower, wifi, or GPS. Instead, the map display references the incoming IP connection at login time and is expected behavior. This information is subject to ISP redirection or NAT operations and may not match the physical user location.
The IP information can also be validated from a user system by performing a Google search for 'whats my ip', or visiting a 3rd party website such as http://www.whatsmyip.org
