No, all system and pre-installed apps can be blacklisted.

System apps such as Phone, Contacts, Settings, Browser, and Calendar can be blacklisted by adding the app package name to the policy under Samsung Knox Device Settings > Application Management > Applications that the user can/cannot launch.
