Samsung SDS IAM & EMM does not currently provide options to force the installation of in-house/custom applications using Wi-Fi only.
However, there is a policy that can restrict Play Store to be accessible only using Wi-Fi. This policy is available at: Mobile Device Policies > Samsung Knox Device Settings > Firewall Settings > Legacy > Type of network for accessing Google Play
