You can enable USB debugging through your EMM. USB debugging is automatically disabled when a Knox Workspace is created.

If you use Knox Manage, in the Admin Portal go to Profiles > Device Management Profile > [Profile Name] > Android > Policy > Edit (next to "Android Policy") > Interface and at the bottom of the page enable USB debugging. 

If you use Knox Premium, you'll follow a different path to enable USB debugging.
